AICI-Special Projects is seeking a Site Security Officer candidates to work overseas on upcoming projects in Europe and the Middle East. A U.S. Secret Level Security Clearance is required for this position.

PRIMARY FUNCTION:

This position will be responsible for the primary functions of maintaining the site security of all personnel and equipment.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Ensure AICI-SP is conforming to all security requirements of contract and local security policies set forth by SSM
  • Process foreign subcontractors for OBO clearance
  • Process, AICI-SP staff, local and TCN workers for OBO clearance
  • Submit and process paperwork for delivery of materials and personnel to site.
  • Track secure shipments
  • Assist the SSM (Site Security Manager) with decertifications of secure containers upon arrival onsite
  • Work with SSA Manager to maintain the CAA BOM
  • Work with the SSM and the Construction Management Team to develop and maintain temporary physical security plans and installations during construction
  • Work with the SSM, the Construction Management Team and the Temp TSS (Technical Security System) Technician to establish and maintain the Temp TSS during construction
  • Process requests for random selection and random procurement and/or inspection of non-secure materials prior to becoming secure
  • Perform security in-briefs and out-briefs of Cleared Americans upon arrival to site and prior to departure
  • Provide guidance to Cleared Americans regarding their obligations for maintaining their security clearance per NISPOM
  • Ensure all IT security policy requirements are being met by all SP employees
  • Provide guidance to IT security admin
  • In the event of SBU or Classified spillage, ensure that all DSS protocol are met for the containment of said material
  • Advise management on all security matters
  • Provide information to Americans on local laws and customs and emergency procedures
  • Provide security training
  • Ensure document control is following security requirements for SBU Handling
  • Develop waste paper disposal/destruction plan
  • Other duties as assigned by the Project Manager, FSO, or Operations Manager

KNOWLEDGE, EXPERIENCE, AND SPECIAL SKILLS REQUIRED:

  • Must be authorized to work in the U.S
  • Must have an active U.S. Secret Level Security Clearance
  • Bachelor’s Degree from an accredited college or University. Experience may be exchanged for degree
  • Minimum of 5 years of experience managing information and personnel security issues at either domestic or overseas sites
  • Proven problem-solving ability
  • Proficiency with Microsoft Office software
  • Excellent planning, organizational, verbal and written communication skills
  • Detail-oriented
  • Self-motivated; little supervision needed.  Ability to prioritize tasks and to manage multiple tasks and coordinate activities to meet deadlines is critical.
  • Courteous, professional, diplomatic 
  • High level of confidentiality
  • Leadership ability

PREFERRED EXPERIENCE:

  • Previous site security experience at an overseas location is a plus
  • Experience working on U.S. Government projects
  • Overseas Building Operations (OBO) experience preferred
  • Working knowledge of the application of the OBO Security Classification Guide for the Design and Construction of Overseas Facilities

Physical Demands:

While performing the duties of this job, the employee is regularly required to, among other things, use hands to grasp and reach up with arms overhead, including manual dexterity to operate office equipment, filing, and perform specialized skills. The employee must have the ability to   stoop, squat, stand, walk, twist, balance, climb (ladder and stairs of high-rise building), kneel, crouch, speak, carry, and hear. The employee must have the ability to lift, carry, push or pull and move up to 15 pounds of weight without assistance. The job imposes a demand for physical agility and mobility, including the ability to maneuver safely throughout the work site. This position will require the use of personal protective equipment while present in active construction zones. The employee must be able to hear warning sounds and alarms, communicate effectively with coworkers and follow spoken directions.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

Mental Demands:

The position requires a high degree of concentration in a busy environment.   There is a substantial demand for analyzing, perceiving, comprehending, rapid decision making and exercising sound judgment to ensure individual and coworker safety in a potentially dangerous environment.  Ability to follow directions and meet deadlines is critical.  

Environmental Demands:

The position entails working on a busy construction site overseas, generally away from the employee’s family, and in countries whose laws and social norms may be much more restrictive than in the United States, with the potential for occasional periods of social unrest, military action, interruption of normal services such as electricity and water, natural disasters, and the like.

Work involves a 60-hour workweek, 6 days a week/ 10 hours per day. Flexibility with hours/days is required. Individuals must have comfort working in a high-stress environment and be able to perform the above activities in extreme hot, cold, humid, and wet conditions depending on location and season. Exposure to construction equipment and sharp tools, including power tools, and materials. Some exposure to toxic/caustic chemicals, potential electric shock, significant heights and high noise level, including high-pitched noises.  Some potential exposure to dust, fumes, smoke and airborne particles.
